Introduction

Topics 18–21 covered capacity developers as individuals — their concept, types, roles, and qualities. This topic zooms out to the institutions that house and organise this work: the national, state, and district-level centres that make up India's agricultural extension and capacity development system. Understanding this organisational landscape matters because it shapes who has access to which kind of capacity development, and at what scale.
