Introduction

This topic draws on the most precisely documented framework in the entire course: UNDP's own 2008 Practice Note on Capacity Development. UNDP frames capacity development as "not a one-off intervention, but an iterative process of design-application-learning-adjustment," captured in this five-step cycle:

No — UNDP explicitly notes the length of each step depends on the breadth of the programme, the complexity of the assessment, and the time lag between steps. Boundaries between steps are often blurred rather than sharply sequential in practice.

Q2. Why does "Engage Stakeholders" come first in the cycle rather than "Assess Needs"?

Because without early buy-in, stakeholders may not perceive later steps — including the needs assessment itself — as something they own.
