Introduction

Topic 1 defined capacity development as an idea. This topic asks a more practical question: why does an organisation, individual, or society actually undertake capacity development in the first place — and once undertaken, what principles should guide it so it doesn't collapse into an unfocused series of trainings? Note the distinction from Practical 1's "Need Assessment," which diagnoses a specific group's specific gap — this topic is broader: it explains the underlying rationale for why capacity development as a field exists at all.

Most failed capacity development efforts don't fail from lack of resources — they fail from ignoring one of these principles: imposing external solutions with no local ownership, treating a systemic problem as an individual training issue, or expecting a one-off workshop to produce a permanent capability.

Export markets and changing consumer standards (e.g., residue limits) demand new farm-level capacities.

Principles of Capacity Development

Drawn from the OECD-DAC good practice guidance (2006) and UNDP's capacity development framework (Lopes & Theisohn, 2003) — these principles apply regardless of sector.

1. Ownership and Endogeneity

Capacity development must be driven by and belong to those developing the capacity — not imposed from outside as a finished solution.

2. Contextual Relevance

What works in one district, crop system, or organisation may not transfer directly elsewhere — solutions must fit local conditions.

3. Multi-Level, Systemic Approach

Address individual, organisational, and institutional levels together — training individuals inside a dysfunctional organisation rarely sticks.

4. Build on Existing Capacity

Start from what already exists and works, rather than assuming a blank slate (echoes the "development" vs "building" distinction from Topic 1).

5. Long-Term and Continuous

Capacity development is an ongoing process, not a one-off event — sustained support and follow-up matter more than any single intervention.

6. Participation

Those whose capacity is being developed should actively shape the process, not just receive it.

⚠️ Common Error

Equating "capacity development" with "conducting more trainings." A training calendar full of sessions that ignores ownership, context, and system-level barriers is not capacity development in the sense meant by these principles — it is simply repeated instruction.

ATMA's bottom-up SREP process is explicitly designed around ownership and participation. NABARD's approach to SHG/FPO capacity building deliberately builds on existing group structures rather than replacing them. NITI Aayog's Aspirational Districts Programme applies a systemic, multi-level lens — addressing governance capacity alongside individual skill gaps, rather than skill-training alone.

A hospital investing in nurse training without addressing understaffing (an organisational-level gap) will see limited impact — exactly the multi-level principle at work. A corporation's leadership-development programme fails without genuine participant ownership of their own growth plan — the same ownership principle, different sector.

Good practice navigates this rather than mechanically applying every principle regardless of context.

Q3. Why does "building on existing capacity" matter so much?

Ignoring existing capacity — informal leadership structures, traditional knowledge, existing farmer groups — often means new interventions compete with or duplicate what already works, wasting resources and sometimes undermining functioning local systems.

Q4. How does the "multi-level" principle change how a KVK plans its work?

It means a KVK training farmers in a new practice should also check whether market linkages, input supply, and local institutional support exist — training alone, without addressing these organisational/systemic factors, often fails to translate into adoption.
