Introduction
Every capacity development programme, training intervention, and extension strategy begins with one question: What do people need? The answer is rarely simple — a farmer asking for a subsidy may actually need risk protection; a rural youth seeking a government job may need employable skills; an SHG requesting a loan may need financial literacy. This lecture builds both the conceptual base and the practical toolkit to identify, assess, and prioritize needs.

Equating expressed demand with genuine need. Farmers may demand subsidies while their deeper need is risk reduction; conversely, a real need (soil testing) may go unexpressed due to low awareness.

Bradshaw's Taxonomy of Need (1972)
The single most exam-relevant framework in this unit. Four types — same situation can belong to all four simultaneously.
1. Normative
Defined by expert/standard. E.g., agronomist recommends 120 kg N/ha for wheat.
2. Felt
Perceived by the person. E.g., farmer feels she needs a tractor.
3. Expressed
Felt need acted upon. E.g., farmers request disease-management training.
4. Comparative
Identified by comparing groups. E.g., Village A has a KVK, Village B doesn't.

Need assessment is the systematic process of identifying, analysing, and prioritising needs to inform planning and decision-making.
