Introduction
Practical 5 produced individual, well-written objectives — one sentence per session. But a real capacity development programme has many sessions across many days. This practical answers the next question: how do a dozen separate objectives get organised into a coherent curriculum — grouped into logical units, sequenced across the full programme, and mapped against content, method, and time?
This is the scaling-up step: Practical 4 sequenced content within a session and across a short schedule; this practical sequences entire units across a full course or training programme.

A pile of well-written individual objectives does not automatically add up to a good programme — units can overlap, leave gaps, or be sequenced illogically at the macro level even when each session is well designed in isolation. Curriculum development is the step that checks the whole, not just the parts.

Tyler's Four Fundamental Questions (1949)
Ralph Tyler's classic model remains the most widely taught framework for curriculum development — four questions asked, in order, for any course or training programme:
1. What educational purposes should be attained?

2. What learning experiences can attain these purposes?
= content and activities selected to meet each objective
3. How can these experiences be effectively organised?

4. How do we determine whether purposes are attained?

Hilda Taba (1962) argued curriculum should be built inductively — starting from specific learner needs and content, then generalising upward to broader objectives — rather than always working top-down from stated objectives as in Tyler's model. In extension practice, this maps onto starting curriculum design directly from the needs assessment (Practical 1) rather than only from abstractly stated goals.
From Course to Objective: The Curriculum Hierarchy
Every objective written in Practical 5 sits inside this nested structure — curriculum development is the work of building the middle two layers.
Step 1: Clustering Objectives into Units
Group individual session objectives (Practical 5) by shared theme or Bloom-level progression, not by convenience of scheduling alone.

Scope = breadth and depth of content covered. Sequence = the order units are delivered. Together they form the master planning document for the whole programme.

Building a schedule (times and topics) without a matching Evaluation column. If a unit has no way to check whether its objective was met, the curriculum has a gap — this is the same discipline the Logframe (Practical 2) enforces with its Means of Verification column.

How content builds over time within one theme — Unit 1 must precede Unit 2 must precede Unit 3. This is the sequencing logic from Practical 4 applied across the whole course.
Horizontal Organisation
How concurrent units relate to and reinforce each other on the same day — e.g., a Day 2 discussion on IPM cost (Unit 2) can draw on Day 1's pest-identification content (Unit 1) rather than treating them as isolated blocks.
